Who else is disturbed by commercials making the volume louder on your TV?

Isn't it annoying when TV commercials BLAST the volume over your normal show viewing. Why Does This Happen, and whats the best method of controlling this annoyance?

1. It has been going on forever...it is to get your attention after you walk away to do whatever during the break..just mute it.
2. Really it doesn't bother me too much, but there are TVs now that have what they call a smart volume, no matter what the difference between commercials and shows, the volume remains the same. In reality, its not so much the commercials that are blaring loud, or the sound from the show real low, it is actually the feed (who's sending the data), and quality of the show/commercial.
