Can all TV series made into blue ray or high definition?

Or are there limits? Obviously they did not make Gunsmoke in high definition. What is the criteria as far as if they can make a TV series into high definition format?

1. Actually, older shows that were shot on film can easily be made into HD. The ones shot on videotape would be limited due to the low quality of the original footage, but actual film is better quality than HD. It just takes a lot of time and effort to clean up the originals, assuming they still exist and are in good shape, which may not be worth it in the eyes of the studios.
