Can you convert regular movies such as avi and divx into high definition HD or blueray movies?

Can you convert regular movies such as avi and divx into high definition HD or blueray movies? If you can what are some softwares that can do that. Thanks

1. You could convert them to those formats, but it would be pointless. You can't add resolution. You would have to make up pixel where there aren't any now. There are ways of guessing, but it will never be as high quality.
2. The movies can not be increased in quality unless they are already in HD. If they are all you need is a Blu-ray drive and CineForm NEO or Adobe Premier
