ABOUT PHILIPPINE POLITICS, PLEASE HELP!!! Can you please explain everything about this?

If a Senator resigned, will the Governor replace him/her? If yes, who will replace the Governor, the Vice/Lieutenant-Governor? if yes, who will replace the Vice/Lieutenant-Governor? And, do we really have a LAW that would not allow the candidates to convince the people through television shows because the law of the land requires them to advertise themselves through TV commercials/campaigning? Last question.. I'd like to change a law, someone told me that i must submit a BILL passing through all the Senate Members and Congress and ask for the approval.. Is that right?
